As you have most likely guessed, this is a satirical advert, not a real one. It's a parody of public information & warning ads, shown on The Peter Serafinowicz Show. It satirically uses logos tactics ("poison sockets are full of poison"), stating that as a fact. It also satires pathos tactics in the form of mocking the fear element that most public safety ads use (the showing of a dead body in this case). This satire effectively takes the elements that most public safety ads have and uses them for comedy effect.
